[PATCH v11 1/3] PCI: Add macro PCIE_PME_TO_L2_TIMEOUT_US

Introduce the PCIE_PME_TO_L2_TIMEOUT_US macro to facilitate checking the
L2 ready timeout in the PCI subsystem.
