[PATCH RFC 4/5] mm/numa: support CONFIG_NUMA_EMU for arm64

From: Rongwei Wang
Date: Wed Oct 11 2023 - 22:49:32 EST

The CONFIG_NUMA_EMU migrates from x86/Kconfig
to mm/Kconfig. Now x86 and arm64 support it.
