[PATCH] MAINTAINERS: step down as TJA11XX C45 maintainer

[Radu Pirea (NXP OSS)]

I am stepping down as TJA11XX C45 maintainer.
Andrei Botila will take the responsibility to maintain and improve the
support for TJA11XX C45 PHYs.
