I am ok with this patch as it makes the nominal and min frequency
values explicit for older BIOSes which do support CPPC but only v2.
However, it can be noted that even those older BIOSes are likely to
have the ACPI _PSS data. From this we can look into the P0 frequency,
which could be used as a stand-in for the nominal frequency (We
already do that in acpi_cpufreq_cpu_init() while computing the maximum
frequency). All the other frequencies can be computed in relation to
that.
