[PATCH RFC v2 2/5] clk: hisilicon: add CRG driver for Hi3798MV200 SoC

Add CRG driver for Hi3798MV200 SoC. CRG(Clock and Reset
Generator) module generates clock and reset signals used
by other module blocks on SoC.

Only currently used clocks are added. Clocks without mainline
user are omitted.
