hrtimer: Annotate hrtimer_cpu_base_.*_expiry() for sparse.

The two hrtimer_cpu_base_.*_expiry() functions are wrappers around the
locking functions and sparse complains about the missing counterpart.

Add sparse annotation to denote that this bevaviour is expected.
