HK_TYPE_TICK can also be set with "isolcpus=tick,...". That is the 
reason why it is still a separate type.

All these HK_TYPE_* types are still used in other parts of kernel. We 
need to clean them all up before we can remove them, but that is outside 
the scope of this series.
