of/irq: Support #msi-cells=<0> in of_msi_get_domain

No idea why this change got picked for stable but it's breaking downstream (QCOM) kernels, the requirement of this commit mentioned in the commit msg is missing in linux 4.19.y as a whole.

Needed changes:
e42ee61017f58 of: Let of_for_each_phandle fallback to non-negative cell_count
59e9fcf8772bd of: restore old handling of cells_name=NULL in of_*_phandle_with_args()

Picking these 2 changes fixes it and brings back the old expected behavior.

Luca.

Same question as yesterday: why is this being backported (to multiple
stable trees)? It is (only a small subset of) new hardware support.

This is completely unrelated?

Yes, sorry, was getting to build breaks first, then dropping stuff like
this, it's now gone.

This is the start of the stable review cycle for the 4.19.323 release.
There are 349 patches in this series, all will be posted as a response
to this one. If anyone has any issues with these being applied, please
let me know.

Responses should be made by Sat, 09 Nov 2024 06:33:12 +0000.
Anything received after that time might be too late.

No problems seen on x86_64 and aarch64 with our testing.

Thanks,
