Thanks for the hint, fixed (modprobe and CONFIG_NET_PKTGEN enabeled)...

'#if' removed as as CONFIG_XFRM is already enabled via tools/testing/selftests/net/config
CONFIG_XFRM_INTERFACE/CONFIG_XFRM_USER...
