[PATCH v1 6/9] sysctl/coda: Fixes timeout bounds

Bound coda timeout sysctl writings between SYSCTL_ZERO
and SYSCTL_INT_MAX.

The proc_handler has thus been updated to proc_dointvec_minmax.
