[PATCH 1/2] dt-bindings: PCI: xilinx-cpm: Add reset-gpios for PCIe RP PERST#

Introduce `reset-gpios` property to enable GPIO-based control of
the PCIe RP PERST# signal, generating assert and deassert signals.
