[RFC v2 08/17] x86/sev: Initialize VGIF for secondary VCPUs for Secure AVIC

Secure AVIC requires VGIF to be configured in VMSA. Configure
for secondary vCPUs (the configuration for boot CPU is done in
hypervisor).
