[PATCH] erofs: Prohibit access to excessive algorithmformat

syz reported a global-out-of-bounds Read in z_erofs_decompress_queue.

OOB occurs in z_erofs_decompress_queue() because algorithmformat is too
large.

Added relevant checks when registering pcluster.
