[PATCH] MAINTAINERS: Drop Albert Ou from RISC-V heading

[Bagas Sanjaya]

Albert is listed as RISC-V maintainer, yet he barely posts to LKML
(only three times in 2019 [1]). Furthermore, there's no response
from him when I try to reach him off-list.

Drop him for good.
