Because the only caller of intel_pmc_ipc() is drivers/net/ethernet/stmicro/stmmac/dwmac-intel.c.
I have sent both to the platform-driver-x86@xxxxxxxxxxxxxxx and netdev@xxxxxxxxxxxxxxx mailing lists.
