[PATCH bpf-next v2 5/7] mm: introduce BPF kfunc to access memory events

Introduce BPF kfunc to access memory events, e.g.:
MEMCG_LOW, MEMCG_MAX, MEMCG_OOM, MEMCG_OOM_KILL etc.
