[PATCH 12/36] rust: helpers: Add i8/i16 atomic try_cmpxchg_acquire helpers

Add i8/i16 atomic try_cmpxchg_acquire helpers that call
try_cmpxchg_acquire() macro implementing atomic try_cmpxchg_acquire
using architecture-specific instructions.
