I think, it's specific to the new share policies introduced with flat.
Before flat we were using:
return clamp_t(long, shares, MIN_SHARES, tg_shares); where tg_shares
was clamp(shares, scale_load(MIN_SHARES), scale_load(MAX_SHARES));

With flat, we are using:
return clamp_t(long, shares, MIN_SHARES, shares_max); where shares_max can be:
max(1, atomic_long_read(&tg->runnable_avg) >>
SCHED_CAPACITY_SHIFT) * clamp(shares, scale_load(MIN_SHARES),
scale_load(MAX_SHARES))
