Yeah, a premature capture can't jeopardize the full-pageblock clearing
because compaction_capture() disallows capturing <pageblock_order page from
MOVABLE pageblock for !MOVABLE allocations.

It's thus unlikely the capture will ever succeed in these scenarios. But
it's not wrong.
