Ack about counting all reenqueues.
One minor nit: tools/sched_ext/include/scx/enum_defs.autogen.h still defines
HAVE_SCX_REENQ_LOCAL_MAX_REPEAT, should be renamed to HAVE_SCX_REENQ_MAX_REPEAT.
Other than that, looks good to me.
