[PATCH 1/4] dt-bindings: vendor-prefixes: Add soce

[Vasilij Strassheim]

Add the soce vendor prefix for System-On-Chip Engineering, S.L.

This prefix is used by the new SoC-e Ethernet switch DT bindings.
