Well, what should be the motivation? How about "no one cares about 32-bit
and if people wanna use resctrl on it, they're on their own."?

Yeah, we are spread less than thin on 64-bit already, there simply are no
resources for 32-bit. And willingness to support it even less. We have the
64-bit architecture for more than 20 years now. It is time we finally let go
of 32-bit.

In the end of the day, it is very simple: lack of resources and prioritization
of same.
