Yes; it's already fixed by AMD. ASUS can get the fix from AMD.
2. Does this issue also affect other threadripper generations, like the 9970x?
It's only in Storm Peak CPUs, not in Chagall or Shimada Peak.
3. I guess not only ASUS is concerned but Also ASRock and Gigabyte whichYes; all board vendors are affected. I know that some vendors already have the fixes out.
