[PATCH 1/2] MAINTAINERS: Mark microchip-tcb-capture driver as orphaned

[William Breathitt Gray]

The maintainer has not responded to pings for some time. Consider this
driver abandoned, remove the maintainer line, and mark the driver with a
status of Orphan for now.
