If this is the right thing to do then there should be no reason for the motivation
to omit the consequences, known limitations, and non-covered scenarios. These
should be highlighted upfront and weighed to justify why this direction makes
sense.

Beyond that, framing pqos as a first-class userspace solution in this motivation
is misleading, as pqos currently cannot fully accommodate the mode requested to
be made default by this patch.
