[PATCH] soc: renesas: Kconfig: Enable ICU support for RZ/G3E and RZ/V2N

Explicitly select the RZ/V2H ICU driver for RZ/G3E and RZ/V2N, as GPIO and
IRQ interrupts are routed through the ICU block on these SoCs.
