[PATCH 4/4] alpha: default NR_CPUS to 32 for Wildfire

The AlphaServer GS320 has up to 32 CPUs and the Wildfire code handles
all eight QBBs, but a Wildfire-only kernel defaults to NR_CPUS=4 and
ignores the rest unless the user raises it by hand.
