[PATCH 2/5] firmware: qcom: scm: Allow QSEECOM on Surface Laptop 8th Edition

Allow the use of QSEECOM on the Mahua-based Microsoft Surface Laptop
13.8" 8th Edition, giving access to the UEFI variables and the RTC
offset stored there.
