[PATCH] arm64: dts: qcom: shikra: Mark tpdm_dcc device as failed

The tpdm_dcc device cannot work properly on secure devices because its
required clock cannot be enabled due to a hardware issue. Mark the
node with status = "fail" to reflect this.
