[PATCH] arm64: tegra: Override ethernet FIFO sizes on Tegra194

The eqos ethernet device on Tegra194 has 36KiB of each of RX and TX FIFO
memory. The hardware registers that report the sizes to the driver only
work in powers of two, and are rounding up to 64KiB, causing
intermittent network hangs.

Fix this by overriding the FIFO sizes to 36KiB here in the device tree.
