The WCN7850 module on the connectivity adapter card exposes its HCI
interface on UART17, and BT_EN is routed to pmau0102_e GPIO9.
Hook that GPIO up to the WCN7850 PMU, enable uart17 as serial1, and
describe the Bluetooth controller consuming the PMU outputs.
