[PATCH] clk: stm32mp25: allow MDF kernel clock rate changes to propagate to parent

Add CLK_SET_RATE_PARENT to ck_ker_mdf1 to allow rate requests on the
MDF kernel clock to propagate to its parent clock, FLEXGEN_23.
