[PATCH] LoongArch: KVM: Add KVM_LOONGARCH_VM_FEAT_CRASH feature detect support

Add feature detect with KVM_LOONGARCH_VM_FEAT_CRASH, so that VMM in
user space can detect and enable this feature.
