[PATCH RFC 03/12] dt-bindings: timer: Add BL808 CLINT

The BL808 D0 processor uses the T-HEAD C900 local interruptor. Add its
SoC-specific compatible with the existing thead,c900-clint fallback,
which accounts for the lack of a memory-mapped MTIME register.
