[PATCH v3 1/2] media: uapi: v4l2-controls: Add control base for Qualcomm iris driver

Add a control base for Qualcomm iris driver-specific controls and
reserve 64 controls for it.

This range will be used for encoder features exposed by the iris
firmware that have no equivalent in the generic V4L2 control set,
starting with the MBR (Maximum Bit Rate) rate-control mode.
