[PATCH] wifi: mt76: usb: re-enable the rx worker when resuming fails

It re-enables the mt76 RX worker even when RX buffer submission fails
during resume, avoiding an unbalanced kthread park.

The patch is unchanged. I am copying this address for visibility.
