[PATCH 11/11] RDMA/cxi: wire the driver into the build

[Doug Ledford]

Add the Kconfig and Makefile hookup for the CXI RDMA driver and its
MAINTAINERS entry.  INFINIBAND_CXIVERBS depends on HPE_SS1, since it
is an auxiliary client of the core driver.
