1.3.21: sendmail/uuxqt problems, 'make modules' fail

I'm not sure exactly what is causing this, but since booting up
1.3.21 uuxqt hangs midway through passing mail to sendmail.

Rebooting with 1.3.20 and re-running uuxqt on the same input files
deliver them without any problems.

Taylor-uucp 1.05. Kernel compiled with gcc 2.7.0 (ELF), libc 5.0.9.
Hardware: 486/66 VLB-system, 16 MB RAM, Adaptec 2842.

Also, 'make modules' bomb in optcd.c with 'mem_start' undeclared.
