looking for info on netlink and swapctl.h

I had a mail problem and gor bounced off of most of the lists.
can anyone fill me in on exactly what netlink is, and what one would use
it for. and I noticed the swapctl.h file that was added the kernel
looks suspeciously like an official version of kswap. I'm a bit
confused as to how to invoke it to change the aging mechanism.
thoughts? on a side note, I missed the official release description
from Linus for 1.3.33 and 1.3.34. could some kind soul please send me a
copy of them?
