This seems like a situation for a "transparent" filesystem. The kernel
would export a perfect set of device nodes into /proc/dev, and then /dev
would be mounted as a combination of anything in /dev (or maybe /var/dev?)
+ anything in /proc/dev. Any changes would go into /var/dev.
Is this worth the effort, though?
