1.3.74 socket destroy delayed still happens

I still see socket destroy delayed in 1.3.74
on Pentium machines.

UDP sending looks good, TCP sending and UDP/TCP receiving
are slow.

ftp hangs after a few files transferred between linux
boxes or between linux and sun machines.
