broken pipes?

It seems something broked in between 1.3.80 and 1.3.83. My ctlinnd
processes hang waiting for a response from innd. I think this is related
to 'broken' pipe behavior which was 'fixed' but I'm not sure. What's the
best answer to making it work again?
