net lag in 1.3.94

Hi,
I first upgarded from 1.3.20 to 1.3.78. After that, I noticed that
all remote connections suddenly stop for a few seconds (20 to 60 sec) I
can't even ping any other hosts on the network. This happens regularly.
I upgraded to 1.3.94 but still the same problem exists. Did any body see
this before?

Machine Config: Pentium 90 , 64 MB RAM, 2 IDE HD and 1 SCSI DEC HD
connected to ADAPTEC 1542CF , SMC ULTRA network adapter.
P.S. I changed the network card, but this did not solve the problem.
