My Supra 28.8 Fax Modem works just fine... I lock the baud rate at 57600,
and use an init string of AT&F2M1L2 it's best to leave the rest of the
init parameters to default to factory, unless you've screwed up its
power-up sequence. My Supra 28.8 works under Linux using PPP and any
other communications program I've thrown at it.
Usually if your phone lines are of bad quality, any modem will detect it
and drop to a lower speed -- like I said, unless the factory defaults
have been screwed up, the default init is programmed to get the best line
speed. Try your modem with my init string, if it fails then try it under
DOS using the same string. If the modem doesn't work under either of the
operating systems, I'd recommend calling Supra tech support.
