de4x5 driver still broken with non-dec 21140 boards

The latest de4x5 driver (from 1.3.84) still has problems with non-dec
21140 based cards (like the SMC EtherPower 10/100). It always selects
100Mb/s mode reguardless of whether the cable is plugged in to a 10Mb/s
network or when not plugged in at all.

The de4x5 driver from 1.3.71 works just fine.
