1.3.99 not compiling - n_tty_ioctl (undefined reference)

I haven't tried compiling anything since 1.3.89, so I'm not sure how new
of a problem this is, but using the pentium gcc (pl8) with -O2 and -m486
(-O6 and -mpentium kept dieing in drivers/char/mem.c if that's of concern to
anyone).
