pre 2.0.x kernel dependency

For recent kernels the dependency doesn't seem to work. Doing "Make
zImage" right after another "Make zImage" still compiles lots of files (I
think it's the whole kernel). This happens at least for pre2.0.4 and
pre2.0.7, but 1.3.9x might have this problem, also.

Does anybody has the same problem? Is this being looked into?
