Shouldn't be much of a maintenance issue, and would certainly simplify
automatic downloading. Also avoids confusion when jumping from .9 to
.10, which gets sorted in in the middle of old versions. Perhaps

4) Use two digit minor numbers to simplify sorting? 2.0.01, 2.0.02...
