I'm not sure what you mean with the last sentence, but, in general,
supporting a per-user firewall is not possible in the kernel.
Users can be anywhere on your network, so a restriction based on
users can only be done by using additional, user-level authentication.
This can be done via SOCKS, or with proxy servers, like those of the
TIS Firewall Toolkit.
But maybe you meant something else...
