NFS and 2.0.0

Is NFS broken in 2.0? I can mount an fs from a machine with 1.3.20 kernel
but I get the following trying to mount the other way around.

"mount clntudp_create: RPC: Program not registered"

and on the server syslog I get the following.

Aug 4 17:49:51 doggett portmap[745]: connect from 44.50.1.100 to
getport(mountd): request from unauthorized host
Aug 4 17:49:52 doggett portmap[744]: connect from 44.50.1.100 to
getport(mountd): request from unauthorized host
